In the case of 18-month-old<b> Garrett Peterson</b>, his TBM came about after he was born without a pulmonary valve. The atmosphere around Neptune is thick, and its size is such that many scientists have stipulated that it may rain diamonds on Neptune. Of course, we have no proof of this, and it may well be nonsense, but it is perfectly scientifically possible for this to happen. Neptune is technically a "gas giant", but, in reality, it is closer to being an "ice giant", as in Uranus.
